FEMA, more than half a year out from Katrina, still cannot seem to get control of the situation. Evacuees still get shuttled around from hotel to hotel while thousands of trailers sit empty. And the trailers that are in use are overcrowded and are situated in places where care and education of children is difficult to impossible.
